Micellar water works quite well to remove hair dye from your skin. There are also hair dye removal pads you can use if your skin is stained and you're in a rush to remove it.
If you get your hair dyed by a professional, always request that they use a skin barrier cream. They'll put it around your hairline, around your ears, and on the back of your neck. It does not allow the hair dye to get on your skin, so it won't create a residual staining effect. Professionals may also have stronger treatments for removing dye than what you can use at home.

To remove hair dye stains from your skin, anything that's petroleum based will really help, like Vaseline or oil. I would say try to avoid anything that's alcohol-based, but it can help as a last resort if the color is very stubborn on your skin.
I recommend wearing gloves though to prevent the color from getting on your skin in the first place.

To remove hair dye from skin, first try scrubbing it with warm water mixed with dish soap or gentle laundry detergent. If the dye is still fresh, then it could wash away without leaving any stains. For extra cleaning power, try applying a paste with dish soap and baking soda, leaving it on your skin for 10 minutes, and gently scrubbing it off with warm water.
Alternatively, makeup remover, micellar water, or olive oil may work to break down the stain. Soak a cotton pad in the solution and wipe it over the dye repeatedly until it lifts the color.
For more stubborn hair dye stains on your skin, apply rubbing alcohol or hand sanitizer to your skin with a cotton ball, and gently rub the area until the dye lifts up. Just keep in mind that alcohol can dry out or irritate your skin, so apply moisturizer afterward.
