Using your phone during a date is usually considered rude because you're taking attention away from the person that you're getting to know. At the start of your date, set your phone on silent and keep it hidden away in your pocket or in a bag. If you're expecting an important call or will need to check in with someone during the date, let your date know ahead of time. At the end of the date, it's okay to take out your phone if you're exchanging numbers or adding each other on social media.
If your date is actively using their phone or checking it frequently without a warning beforehand, it might be a sign that they're losing interest. Rather than asking your date to get off of their phone, try to re-engage in conversation with some interesting questions, like "What does your perfect day look like?" or "If you could travel anywhere, where would you go?"
