I have tried using iTunes, Windows Explorer, Dropbox and Windows Photo, but none have recognized the files. What am I doing wrong?

Try downloading Google Photos. It's like iCloud, but from Google. It will back up all of your photos to the Gmail account that you create an account with. Then, you can do to drive.google.com on your PC and find all of your backed up files!
