You cant because if it's dead, it won't turn on. You should put a charger in the ipod for about 10 minutes.

Connect your iPod to your iTunes Library and look on the iPod/Photos pane. Choose a folder on your computer from the drop-down menu. You can only choose one folder, but all the photos and sub-folders in it will then be added to your iPod. (You may need to press the Sync button.)

Keep in mind the songs need to be purchased via the iTunes Store or physically on your computer, no devices can sync Apple Music between each other, that is done via Apple ID on iPhone and iPod Touch running iOS 6 or later, and Mac devices running OS X Snow Leopard or later.
