Yes, iPhones have this capability. If you’re both on up-to-date iPhones with Bluetooth enabled, once they attempt to join the wifi network, you should receive a prompt to share a password with them directly from your phone.
How do I stop annoying spam calls on an iPhone?
The do not call registry, donotcall.gov, does give you the ability to remove yourself from databases serving unwanted calls and report spam callers. It does nothing to prevent callers who ignore these rules from dialing you, though.

Any number of screen cleaners you can buy at a big box store or online that are ammonia free and a microfiber cloth should do the trick.
How do you know if someone blocked your number?
There's no bonafide way to know for sure, but here are a few possible indicators: You're sent straight to voicemail, you hear a different greeting, there's a message saying they’re not accepting calls from you, or you notice you're being stuck on an endless hold.
