Anime expert Ed Erskine says the strongest character in One Piece is believed to be Nerona Imu, the leader of the World Government. The main protagonist, Monkey D. Luffy, became especially strong after awakening his Devil Fruit. Other strong characters include Joyboy, Shanks, Loki, Blackbeard, and Dracule Mihawk.

    The main hero of One Piece might not start off as the strongest character in the series, but once Luffy awakens his Devil Fruit (Hito Hito no Mi, Model: Nika, or Human-Human Fruit, Model: Nika), he unlocks Gear 5, which is an embodiment of the Sun God, Nika. He can transform into anything that he can imagine—giving him a nearly infinite set of offensive and defensive abilities.[3]
    • “After awakening the Human-Human Fruit, Model: Nika, Luffy gained one of the most ridiculous abilities in the series,” explains Erskine. “Combined with mastering all three forms of Haki, especially Advanced Conqueror’s Haki, he’s become powerful enough to defeat Kaido and officially earn his place as a Yonko.”[4]

    Joyboy lived during the Void Century. He was the world’s first Pirate and the first person to rebel against the earliest version of the World Government. He was also a user of Hito Hito no Mi, Model: Nika (Human-Human Fruit, Model Nika) and had a powerful mastery of Conqueror Haki—making him strong enough to stand up to the Five Elders and Imu.[5]

    Shanks has spent his whole life on the seas, alongside Gol D. Roger. He is a powerful swordmaster who eventually attains the rank of Yonko (awarded to the four most powerful Pirate Captains in the world), and he’s mastered the Conquerors and Observation Haki. “Shanks doesn’t even have a Devil Fruit, which arguably makes him even more impressive,” says Erskine. “He’s considered one of the greatest Haki users in the entire series, capable of knocking people unconscious from miles away and even intimidating Admirals through sheer presence.”[6] He’ll certainly be an important figure in the final arc—whether that’s as an ally or a foe remains to be seen.[7]

  1. Loki is a relatively new character—but he’s easily one of the strongest.
    He has immense physical strength thanks to the giants in his lineage, and his Dragon-Dragon Devil Fruit allows him to turn into the legendary dragon Nidhoggr, the largest dragon in the world. On top of that, he wields the sentient hammer Ragnir. Ragnir consumed the Squirrel-Squirrel Fruit, Model: Ratatoskr, allowing it to turn into a squirrel.[8]

    He was powerful enough as a user of the Yami Yami no Mi (Dark-Dark Fruit), which creates a void similar to a black-hole. But then, he defeated Whitebeard and also ate his Devil Fruit, the Gura Gura no Mi (Tremor-Tremor Fruit or Quake-Quake Fruit), which creates powerful earthquakes and tidal waves.[9]

  1. Dracule Mihawk is a fighter from the Cross Guild.
    Mihawk might not use a Devil Fruit, but his Haki and swordsmanship are more than enough to make up for that. “As the World’s Greatest Swordsman, Mihawk is one of the few characters consistently mentioned alongside Shanks,” Erskine says. “His swordsmanship and Haki are so refined that many fans believe he’s capable of fighting evenly with a Yonko.”[11] With the help of his cross-shaped sword, Yoru—one of the strongest swords in One Piece—he’s strong enough to slice an iceberg and a ship completely in half.[12]

Monkey D. Dragon

    Dragon is the Commander of the Revolutionary Army, and he’s also known as the world’s worst criminal. He plans to take down the World Government, and even though we don’t know a lot about his combat powers, his role at the head of the Revolutionary Army certainly speaks to his strength.[13]
    • “Dragon remains one of the biggest mysteries in One Piece, but as the World’s Most Wanted Man and leader of the Revolutionary Army, it’s widely assumed his strength matches his reputation,” says Erskine. “Oda has kept his true abilities hidden for years, which usually means something huge is coming.”[14]

  1. Monkey D. Garp is a Marine Hero and Luffy’s grandfather.
    He was offered the position of Fleet Admiral, but refused. He faced the Pirate King many times throughout their careers, and managed to earn his respect despite their rivalry. “Garp fought Roger countless times using nothing but raw physical strength and incredible Haki,” says Erskine. “Even in old age, he can still level entire sections of an island with a single punch.”[15] Garp is another solid example of someone who doesn’t need a Devil Fruit to be powerful—his superhuman strength and Haki mastery are more than enough.[16]

Akainu (Sakazuki)

  1. Akainu, or Sakazuki, is the Navy’s current Fleet Admiral.
    “Akainu’s Magma Fruit is considered one of the most destructive Devil Fruits ever introduced,” notes Erskine. “His relentless personality matches his powers perfectly, making him one of the deadliest offensive fighters in the series.”[17] His Devil Fruit gives him the ability to create, control, and turn into magma.[18]

  1. The Gorosei, or Five Elders, work under Imu.
    For most of the series, we see the Five Elders as a group of old men talking politics inside the Pangaea Castle. But once they reveal their true natures, we discover that the Gorosei are Celestial Dragons that can transform into powerful demons.[19] “They possess mysterious Mythical Zoan powers, absurd levels of Haki, and seem capable of regenerating from almost any injury,” Erskine adds.[20]
    • St. Figarland Garling: Supreme Commander of the Holy Knights; Warrior God of Science and Defense; his transformation has not been revealed
      • This position was formerly held by St. Jaygarcia Saturn, who could transform into a Gyuki (enormous bull spider). “Saturn showed that he can paralyze opponents just by looking at them, regenerate from devastating attacks, and possesses a terrifying demonic transformation,” says Erskine. “Even experienced fighters struggled to understand what they were dealing with.”[21]
    • St. Topman Warcury: The Warrior God of Justice; transforms into a Fengxi (boar-like monster). “Warcury may actually have one of the toughest bodies in the series,” according to Erskine. “Even Gear 5 Luffy struggled to hurt him, suggesting his durability is on another level entirely.”[22]
    • St. Ethanbaron V. Nusjuro: The Warrior God of Finance; transforms into a Bakotsu (skeletal horse). “Nusjuro combines incredible speed with elite swordsmanship,” Erskine continues. “His attacks appear capable of freezing opponents instantly, making him arguably the deadliest swordsman among the Elders.”[23]
    • St. Marcus Mars: The Warrior God of Environment. “Mars transforms into a giant bird-like Yokai creature with immense durability and destructive power,” explains Erskine. “Like the other Elders, he also appears to regenerate from damage that would kill almost anyone else.”[24]
    • St. Shepherd Ju Peter:' The Warrior God of Agriculture; transforms into a Sandworm. Erskine says, “Although we’ve seen less of him than the others, Ju Peter possesses a gigantic sandworm-like transformation with immense destructive capability and the same frightening regenerative abilities shared by the other Elders.”[25]

Kuzan

  1. Kuzan, aka Aokiji, is a former Admiral in the Marines.
    He served beside Akainu and Kizaru and even competed with Akainu for the title of Fleet Admiral. Kuzan’s Ice-Ice Fruit gives him the power to create a frozen wasteland by turning huge areas into ice at once. That, combined with his ability to use the Armament and Observation Hakis, makes him a formidable foe for Luffy and the Straw Hats.[26]

    He’s the user of the powerful Logia-type Devil Fruit Pika Pika no Mi (Glint-Glint Fruit). This fruit allows him to create, control, and become light—which gives him the power to shoot laser beams and move at light speed. “[He] can attack at incredible speeds while firing devastating laser attacks,” Erskine says. “He’s calm, efficient, and almost impossible to keep up with.”[28] He proved such a challenge for Luffy and the Straw Hats that they devoted themselves to intense training over the time skip.[29]

Rocks D. Xebec

    “Very little is known about Rocks, but the fact that it took Roger and Garp working together to defeat him says everything,” notes Erskine. “He also commanded a crew that included Kaido, Big Mom, and Whitebeard before they became legends themselves.”[30] The crew was such a threat that they forced rivals Gol D. Roger and Monkey D. Garp to team up to defeat them—and the World Government attempted to erase any knowledge of them. He’s also the father of Blackbeard.

    Roger’s death set off the events of One Piece, but before his death, he boasted the highest bounty in the world—5 billion berries. His swordsmanship and Haki abilities combined to make him a nearly unstoppable force, and the only reason he died is because he gave himself up to the Navy. “Roger conquered the Grand Line without relying on a Devil Fruit,” Erskine explains. “His mastery of Haki was so overwhelming that he became the only Pirate King in history.”[31] We only got a glimpse of his full strength, but some fans think he might have been the strongest character of the whole series.

    He lived over 800 years ago, and it’s said that Davy’s greed caused a demon to curse him to live on the sea floor. He’s a distant ancestor of Rocks D. Xebec and Blackbeard, and Xebec believed that at one point, Davy was the King of the World—although this was denied by Imu. He may have also been the original user of the Dark-Dark Fruit later consumed by Blackbeard.

    Edward Newgate, better known as Whitebeard, was a formidable fighter in his prime. But even in his old age, he’s one of the strongest characters in One Piece. “Whitebeard possessed the power to literally destroy the world if he wanted to,” says Erskine. “His Tremor-Tremor Fruit could create earthquakes and tsunamis, and in his prime he stood shoulder to shoulder with Roger.”[33] It’s said that Whitebeard died without any scars on his back because he never ran from a fight.[34]

    She’s dangerously beautiful—literally, since her Love-Love Fruit allows her to project a heart-shaped beam or arrows that turn anyone who’s attracted to her into stone. “Her Love-Love Fruit is dangerous enough on its own, but Hancock is also an exceptional Haki user,” says Erskine. “Even powerful opponents have to be careful because a single mistake can leave them turned to stone.”[50] We think it’s lucky for Luffy and the Straw Hats that she’s an ally.

    • Donquixote Doflamingo: “Doflamingo awakened his String Fruit, allowing him to control entire landscapes with razor sharp strings,” Erskine says. “Combined with strong Haki, intelligence, and years of experience, he became one of the most dangerous villains Luffy has faced.”[51]
    • Bartholomew Kuma: “Kuma’s Paw-Paw Fruit lets him repel almost anything, including attacks, people, pain, and even air itself,” notes Erskine. “On top of that, his cybernetic enhancements made him physically overwhelming.”[52]
    • Crocodile: “Crocodile’s Sand Fruit gives him incredible battlefield control, allowing him to create sandstorms and drain moisture from anything he touches,” explains Erskine. “Since returning to the story, he’s also clearly become much stronger than he was in Alabasta.”[53]
    • Benn Beckman: “Shanks’ first mate is so respected that even Kizaru acknowledged him during Marineford,” Erskine says. “Although we’ve barely seen him fight, he’s consistently portrayed as one of the strongest commanders in the world.”[54]
    • Sanji: “Sanji’s Germa enhancements massively increased his durability, speed, and strength,” notes Erskine. “Combined with his upgraded Ifrit Jambe, he’s become one of the strongest fighters in the Straw Hat crew.”[55]
